Supavud Saicheua is currently serving as Managing Director of Merrill Lynch Phatra Securities Company Limited since August 2002. He was also appointed advisor to the Minister of Finance during February to September 2001.

Supavud briefly served as Deputy Secretary-General to the Prime Minister for Political Affairs from September to November 1997. He assisted Deputy Prime Minister, Dr. Thaksin Shinawatra on various economic & political issues including privatization of public enterprises.

Supavud was Vice President for Phatra Research Institute of Phatra Thanakit PCL and served as Executive Vice President of Phatra Securities Co., Ltd. From January 1997.

Prior to joining Phatra in May 1994, he was Director of the South Pacific Division of the Department of American and South Pacific Affairs, Ministry of Foreign Affairs.

Between March 1991 and July 1992, Supavud served as the Head of the Office of the Permanent Secretary of the Ministry of Foreign Affairs. Assisting the Permanent Secretary on matters relating to key policy matters of the Ministry, Supavud specialized in international economic issues at the multilateral, regional and bilateral levels.

Supavud earlier served at the Royal at the Royal Thai Embassy in Washington, D.C. from 1986-1990 in the capacity of economic officer. In Washington, he took part in negotiations on key trade issues between Thailand and the United States such as GSP, intellectual property protection, textiles, agricultural products and several Section 301 cases. He also monitored and analysed trade legislation and reported on the state of the US economy.

Prior to his post in Washington, Supavud was Second Secretary at the Department of Economic Affairs between 1984-86 where he worked on Thai-US economic relations as well as multilateral issues such as the launching of the Uruguay Round of Multilateral Trade Negotiations, textiles negotiations under the Multi-Fiber Arrangement and economic cooperation in ASEAN.

Supavud received his Bachelor of Arts with Honours in economics from Victoria University of Wellington in 1977. After joining the Ministry of Foreign Affairs for one year, he took study leave to complete a Master of Arts degree in Economics from the University of the Philippines in 1981. He received his Ph.D. in economics from the University of Hawaii in 1984.

Supavud Saicheua is currently Managing Director and Head of Research of Phatra Securities Company Limited, a position held since 1 December 2003. Prior to that, he held the same position at Merrill Lynch Phatra Securities Company Limited. Phatra is a new entity created after a management buyout of Merrill Lynch Phatra. While Merrill Lynch no longer holds any stake in Phatra, the two companies are commercially linked via a business agreement that provides for revenue sharing. A research agreement between Phatra and Merrill Lynch means that the two companies co-produce research on the Thai economy, equity strategy and major Thai stocks.

Supavud was also appointed advisor to the Minister of Finance during February to September 2001. ดร.ศุภวุฒิ สายเชื้อ ที่วันนี้ดำรงตำแหน่งเป็น กรรมการผู้จัดการ (สายงานวิจัย) บริษัทหลักทรัพย์ภัทรจำกัด (มหาชน) และ ที่ปรึกษาส่วนตัวของรัฐมนตรีว่าการกระทรวงการคลัง นั้นน่าจะ รุ่งโรจน์ทางการเมือง คงจะจำกันได้ว่าเมื่อ ต้นปี 2544 เคยมีข่าวว่าตกเป็นหนึ่งใน the candidate ตำแหน่งสำคัญที่สังคมจับตา รัฐมนตรีว่าการกระทรวงการคลัง มีผลงานเขียนหนังสือแพร่หลายตั้งแต่ก่อนหน้านั้น 2 – 3 ปีโดยเฉพาะใน www.meechaithailand.com ของ มีชัย ฤชุพันธุ์ ที่เป็นหนึ่งใน นักเขียนกิตติมศักดิ์มีงานขนาดยาวในลักษณะกึ่งวิชาการวิเคราะห์ วิกฤติเศรษฐกิจของประเทศไทยและทางออก รวมแล้ว 15 บท + 3 ภาคผนวก โดยเริ่มจากบทที่ 1 ที่ตั้งชื่ออย่างท้าทายว่า “…วิกฤติทำให้คนไทยเสียหายครอบครัวละ 2 แสนบาท.” ในหลายบทมีเนื้อหาวิพากษ์วิจารณ์ นโยบายผิดพลาด ของ ไอเอ็มเอฟ และ ธารินทร์ นิมมานเหมินท์ ภาคผนวกสุดท้ายที่เพิ่งนำเสนอเมื่อเดือนธันวาคม 2543 นี้คือ บทเรียนการแก้ปัญหาหนี้เสียในสวีเดน โดยพูดถึงค่อนข้างมากกับ AMC แต่บทที่น่าสนใจในมุมมอง “เซี่ยงเส้าหลง” คือภาคผนวก 1 ว่าด้วย ทฤษฎีว่าด้วยผลกระทบของการเปิดเสรีทางการเงินต่อนโยบายเศรษฐกิจมหภาค ที่ใช้แนวทางของ โปรเฟสเซอร์โรเบิร์ต มันเดล แห่ง มหาวิทยาลัยโคลัมเบีย มาประยุกต์ใช้

สาเหตุที่ไปปรากฏตัวเงียบ ๆ ที่ www.meechaithailand.comช่วงนั้นก็เนื่องมาจากว่าเป็น บุตรชาย ของ เชาวน์ สายเชื้อ อดีตประธานศาลรัฐธรรมนูญคนแรกที่เป็น สหายสนิท ของ มีชัย ฤชุพันธุ์ เช่นเดียวกับคนหนุ่มอีกคนหนึ่ง วรุตตม์ เสตุสุวรรณ เจ้าของนามปากกา ยามวิกาล ผู้เขียน จดหมายถึงนาย และ ฯลฯ ซึ่งเคยเป็น เลขานุการประธานศาลรัฐธรรมนูญ อยู่ช่วงหนึ่ง

ยังเคยรู้สึกว่าถ้า ดร.ศุภวุฒิ สายเชื้อ ผู้ที่เมื่อ 3 – 4 ปีที่แล้วดำรงตำแหน่ง ผช.กก.ผจก.ฝ่ายวิจัยและวางแผน บล.เมอร์ริลลินซ์ภัทรจำกัด มี โลกทรรศน์ ไปในทิศทางเดียวกับ ยามวิกาล ที่เคยรับราชการอยู่ด้วยกันใน กระทรวงการต่างประเทศ คือเห็น ภัย ของ ลัทธิเสรีนิยมทางเศรษฐกิจ และโดยเฉพาะอย่างยิ่ง สหรัฐอเมริกา เป็นหนึ่งใน ตัวเลือก ของ พ.ต.ท.ทักษิณ ชินวัตรที่จะเข้ามา ทำงานด้านเศรษฐกิจ ก็จะนับว่าน่าพิจารณาอย่างยิ่ง

เป็นคนเรียนหนังสือสาย เศรษฐศาสตร์ มาจาก 3 มหาวิทยาลัย 3 ประเทศ โดยเริ่มจาก มหาวิทยาลัยวิกตอเรีย แห่งเวลลิงตัน นิวซีแลนด์ จากนั้นได้ปริญญาโทที่ มหาวิทยาลัยฟิลิปปินส์ และปริญญาเอกที่ มหาวิทยาลัยฮาวาย สหรัฐอเมริกา กลับมาเริ่มงานที่ กระทรวงการต่างประเทศ เช่นเดียวกับ เชาว์ สายเชื้อ ใน แผนกความสัมพันธ์กับอเมริกาและแปซิฟิก อยู่ยาวนานถึง 17 ปี ก่อนที่จะตัดสินใจหันเหชีวิตมาสู่ภาคเอกชนใน ปี 2537 โดยร่วมงานกับ ฝ่ายวิจัยและวางแผน ของ บงล.ภัทรธนกิจ ครั้นเมื่อมีการแยกบริษัทเงินทุนและหลักทรัพย์ออกจากกันก็มาอยู่กับ บริษัทหลักทรัพย์ภัทรธนกิจ กระทั่งเมื่อผู้ถือหุ้นฝ่ายไทยตัดสินใจ ขายหุ้น 51 % ให้กับยักษ์ใหญ่ของโลกเชื้อสายอเมริกัน บริษัทเมอร์ริลลินช์ กลายเป็น บล.เมอร์ริลลินช์ภัทร เขาก็ได้เป็น ผู้ช่วยกรรมการผู้จัดการ ที่ดูแลงานถนัดคือ วิจัยและวางแผน สำหรับ งานการเมือง นั้น ดร.ศุภวุฒิ สายเชื้อ เคยลาพักจากงานไปนั่งในตำแหน่ง รองเลขาธิการนายกรัฐมนตรี ช่วยดูแลงานด้าน การแปรรูปรัฐวิสาหกิจ ให้กับ พ.ต.ท.ทักษิณ ชินวัตร ขณะเป็น รองนายกรัฐมนตรี เป็นการทำงานในช่วงสั้น ๆ

แม้ว่าเพิ่งอยู่ในวงการ โบรกเกอร์ เพียง 8 ปี นับถึง ปี 2544 แต่ในระหว่างที่ พ.ต.ท.ทักษิณ ชินวัตร ยังไม่ได้ประกาศให้ชัดเจนว่าตัดสินใจเลือก ใคร เป็น รัฐมนตรีว่าการกระทรวงการคลัง สื่อมวลชนพากันกะเก็งชื่อบุคคลต่าง ๆ มากมาย ดร.ศุภวุฒิ สายเชื้อ ก็เป็นหนึ่งในคนเหล่านั้น “เซี่ยงเส้าหลง” ทวนเรื่องราวว่านี่เป็น ครั้งที่ 2 ที่สื่อมวลชน คาดเดาชื่อนี้ ในฐานะใหม่

ชื่อ ดร.ศุภวุฒิ สายเชื้อ เป็น ที่รู้จักกันในวงกว้างมากขึ้น โดยเฉพาะหลังจากการจัดตั้ง บสท. หรือ เนชั่นแนลเอเอ็มซี ที่มี เชาว์ สายเชื้อ เข้าไปเป็น ประธานกรรมการคนแรก สื่อมวลชนพยายามโยงความสัมพันธ์ให้เข้ากับ พ.ต.ท.ทักษิณ ชินวัตร ในฐานะ อดีตเลขาฯ แต่น้อยคนนักที่จะรู้ถึงความสัมพันธ์เนิ่นนานระหว่างเขากับ ดร.สมคิด จาตุศรีพิทักษ์ เพราะผู้ดำรงตำแหน่งรมว.คลังคนปัจจุบันเป็นผู้มีส่วนสำคัญในการก่อตั้ง ส่วนงานวิจัยของบงล.ภัทรธนกิจ และเป็น ที่ปรึกษา ตลอดมา

ในช่วงต้น ๆ ของรัฐบาลนี้ ดร.ศุภวุฒิ สายเชื้อ ขอ leave without pay จากงานประจำ 6 เดือน มาเป็น ที่ปรึกษาฝ่ายการเงินการคลังของรัฐมนตรีว่าการกระทรวงการคลัง ทำงานตามที่ ได้รับมอบหมาย โดย เฉพาะเรื่อง บสท. และ การแปรรูปรัฐวิสากิจ
